What about Sternguard as Troops instead of the Tacs? Seems more fitting for "Stalwart Defense"? Or maybe "Select one squad of each the Sternguard and Terminators in the formation. These squads are considered Troops."

why would termis get fleet? or stealth for that matter?

Special character gets to reroll against ICs. Maybe instead have the units re-roll to wound one player turn?
