Read the post carefully.I would toss in a rule about the player votes to make it same army can't win every month, something like:
Once a army wins player vote it is none elegiable to win again for two more months.
This creates a three month period giving other armies a chance to win. Also gives players time to create new armies and not have same army win all the time.
Each month the particular aspect will change, in theory preventing the same army from being able to win the prize multiple times.will vote over lunch for which army they feel was the best representation of that months aspect of the hobby

What is the hobby challenge for the first month? Are these going to posted or just random and announced the day of?
Also for the first month I don't think timers are a great idea. In the future these would work great. Everybody is new to this game and doesn't have a great feel for the rules. The last thing you want to do is put more pressure on the player and the TO. How many games of KoW have you played your self Matt? Can you answer rules in a timely fashion? I don't think anybody can. Just my thoughts. Save your attitude in your reply if you do I don't need it save it for somebody else.
That's a good point. Probably should push them to next month.
Regarding the timing of rulings, it's typical in chess, go, etc. to either stop both clocks while that is being decided on or credit time back.

As Caveman said, the Clocks can be paused in the interest of looking up a rule, I don't know if that's going to stick further on as there are problems with pausing for anything that isnt a phone call or bathroom. could pause to look at the rules whilst actually deciding to charge or not for instance. I don't know how much of that we'll have or if we'll have it at all though. This first month is a test run of a lot of things. (including points for various victories which i need to review)
