I say play RAW, with the hope that folks choose to build fluffy lists. Thunder wolves are meant to be a small contingent of the chapter so the odds of them showing up on the board should be small, same with wraith guard, as eldar don't want to waste ghosts. And other than running a knight list, most armies wouldn't be bringing their super big guns unless it was an apocalypse size conflict.
I think there could be a method of encouraging this. Expect to build a list that will go 5 rounds, play the missions, and if you can't tone down from building dick punch lists, then maybe you get penalty points related to the round you wipe your opponent.
It is just a game.
Problem with that is tournaments are not the place for self policing as people want to win. I am ok with that, I enjoy competition. I just want the cheese to be curbed somewhat. As little change to RAW as we can reasonably get away with. Changing strength D to roll a 6 = 3 wounds with no saves is way more fair than 6+d6.
