It says in the Space Wolves FAQ that you can take a dedicated transport even if your unit has more models than it's capacity, but can you take a dedicated transport if one of your models can't embark it?

My specific question is can a unit of Wolf Guard in power armour that has one guy in Terminator armour take a razorback as a dedicated transport even though the 1 TA guy can't embark in it?
