I was eyeballing the exacto one at Michael's the other day.
I've got some of the tools from Foamwerks including 90 degree corners and t-sectional clip you can place the foamboard in get your angles straight and connecting boards flush. I've also got there railed ruler and cutter. Comes in handy for long straight cuts when you want straight edges.
Same tools should work for foamed pvc too. Foamworks makes a circle cutter as well as some other cool stuff for stuff like this.

Pfft - math. ROLL 6's PROBLEM SOLVED.with 40k its best to get the rules straight then apply imagination and rationalize; you will only get annoyed doing it the other way round

The v-groove cutter and the circle cutter look like spiffy tools. I am concerned about buying replacement blades in the future though.
Hobby Lobby actually stocks them. I bought extra when they clearanced the stuff I bought. The blades are 2 ended as well so when they get dull you can flip them around before actually having to purchase new ones. I've got the L and T clips and they are great to use with the Foamcore. Next building I do I'll take pictures of them in action.

Does anybody else find it odd, by the way, that the information age has led to language becoming an oblique and imprecise tool where even the most straightforward phrasing is pored over with chicken entrails and bone tossing to divine the true meaning?
There are a couple of plastics websites in town. Austin Plastic supply website indicates they've got sheets of PVC so I'll be going out this weekend to check on it. They will also cut it for you while you wait so I can get some manageable sized pieces (no truck...le sigh...) I have no idea what they charge for it though if price is to much an issue I'll simply keep using foamcore. You can even buy it from Grainger. I imagine most signage/engraving shops can order it as well.
