As the rule book allows them and I have made no note of not allowing them (and see no reason to) they are allowed.

I would toss in a rule about the player votes to make it same army can't win every month, something like:
Once a army wins player vote it is none elegiable to win again for two more months.

This creates a three month period giving other armies a chance to win. Also gives players time to create new armies and not have same army win all the time.

Read the post carefully.

will vote over lunch for which army they feel was the best representation of that months aspect of the hobby

Each month the particular aspect will change, in theory preventing the same army from being able to win the prize multiple times.
