At the start of the turn the GMs will publish a matrix of bonuses each faction has relative to each other faction

ADDITION: A Hive City may count as either a command bastion or power station. During Phase One of any Campaign Turn each faction in control of a hive city will declare what theirs will count for during that campaign turn.

and to clarify if the special location bonus is always applied or only when that location is being "attacked" targeted.

I'm sorry, I had it in the OP, apparently I cut it by accident. The eldar hive city counts as command bastion, both Imperial hive cities also. I'm leading a conference so can't really pull all the sources, but it is - chaos 1 command bastion, eldar (effectively) 2 command bastions, imperials ((effectively) 2 command bastions and 1 power station. If you look in the rules packet it will show the bonuses.
