Army Builder is pretty damn easy. Its basically a friendlier spreadsheet program done to be understandable to anyone who has not used Excel or Access.

Battlescribe is good for making lists. It has a PC version and iTunes app, both of which are free. It can be found at http://www.battlescribe.net/. It's only downside is its printed lists are not good for referencing stats/abilites.
If you know your army, use BattleScribe, it is the better and cheaper option. If not, pay for Army Builder.
Has scribe handled the problem with timely and easy to find updates? Last time I tried to use it the updates were all over the place and not clearly labeled at all, you kinda uploaded one and hoped it had the files you needed.

In my experience updates for battlescribe are awful. I often find mispointed magic items and other random things, and as said you can't print out from it very well either. I do have it on my phone, and use it to quickly point out something if I have an idea or am just bored and messing around. But if you want something to actually build and print proper lists, and that you can have a decent ammount of confidence in, like Chris said, ArmyBuilder is definately the way to go.
Quartermaster app. Cheap (6$)updated more often then army builder. Just dosent have the ruled for the units of magic items. End times update was out within the week of release.
