That is how it is with FMC's now. No one is using or should be using the wings. The only reason it came up as a FAQ question because people were asking us as it came on a flyer base for some reason.
I've always only counted the base when determining whether or not a vector strike is possible. If I count the wings, then I have to allow the wings to count for determining line of sight, which I definitely don't want to do.
