Those are his 40k rules; irrelevant to how he could be fielded in 30K.

Unbowed, Unbent, Unbroken
where you do read that is for 40k exclusive? the rule says "one space marine in your army can be replaced with the ISM at no additional cost" doesn't say 40k anywhere
Well it wasn't written by Forgeworld to be used in their Age of Darkness setting.
It also has And They Shall Know No Fear, Chapter Tactics, and Combat Squads (which 30K marines do not have) and does not have Legion Astartes (which 30K marines do have), so would not really fit into any unit. Giving And They Shall Know No Fear to a 30K unit for no cost would be really unbalancing.
If someone wanted to switch those three rules for Legion Astartes and use it in Age of Darkness I would not have a problem, but that is clearly not how it works as written. Much better to just use him as some variety of character, in my reckoning.

I knew they would sell fast, was able to get mine right when the GW store opened Saturday, and scored the index astartes (I think they only had three copies).
Yeah I looked through Tyler's...looks like a compendium of Rogue Trader, Chapter Approved and previous edition stuff. It was pretty bad ass.
Malory: Jesus, God, Sterling. School girls?!
Archer: Oh, those are just costumes.
Malory: And I suppose that makes it better?
Archer: Doesn't it?
