I'm sorry, I had it in the OP, apparently I cut it by accident. The eldar hive city counts as command bastion, both Imperial hive cities also. I'm leading a conference so can't really pull all the sources, but it is - chaos 1 command bastion, eldar (effectively) 2 command bastions, imperials ((effectively) 2 command bastions and 1 power station. For clarity, this is where we all stand in terms of assets held:
Manufactorum - none
Power Station – I:1, X:0, C:0
Command Bastion(includes HC): - I:2, X:2, C:1
Spaceport(+ for adj SG) – I:1+, X:0, C:1+
Fuel Depot - none
Hive City - I:2, X:1, C:0
Just wanted to check if that's the correct bonuses for this round.

I think it is general bonus overall, which is why it is written that if you hold more than one of something you get a bigger bonus. And I dont think it matters if you have more than other side. Both sides get plus 1,so a tie works out that way yes.
