I have played this game for almost 20 years now and remember a time when it wasn't like this (rose tinted glasses or not). There were top tier armies for sure and issues with each edition of the game but nothing on par with what is the modern state of the game.

I do think part of the slow times and growth does lie at the feet of DL and other stores in Austin as San Antonio seems to have a thriving community of 40k and all other games, so clearly there are ways to grow the game in today's rules. And its not just 40k.

San Antonio had 4 pre-release events for Star Wars Armada, DL couldn't even communicate theirs when asked on 3 separate occasions and then held it without telling anyone.
I think San Antonio may have a more diverse group than Austin. However, when we attend 40K tournaments in SA, we make up half of the number of entrants. So, I don't see SA as being necessarily thriving while Austin is stagnant. We do have new players. But, numbers are down compared to the golden age of 5th ed. Overall, I think things are still strong. Could more be done to encourage growth? Absolutely! noodlers has nailed some of my thoughts on the subject.
