My hammer was my general's unit, or the plague monks, the Hellpit is an after thought (as anything with the Random Move rule should be). Can he act like a hammer? Sure, when he wants to cooperate, but I certainly don't rely on him as one (especially against dwarves with their laserguided fire-stones/cannonballs ).

As for the list, you've committed one of the all time "Skaven sins"; never, should your list be anything but right on the dot in points or just one below at XX99. 2497? Add a slave, or a giant rat somewhere and get yourself up to 2499 or 2500. One extra slave doesn't sound like a lot, but it can be the difference between steadfast one more round or popping a bit earlier than you'd expected because someone's (loaded lol ) rose-dice decided to go ape-**** for a turn.

The Sharpshooter on the Jezzails is virtually wasted points for a 1 point boost in BS. Not that appealing to most Skaven players, quantity over quality. (I'd further argue that Jezzails themselves aren't as valuable as some of the other Specials, especially at 20 points a pop, but if you like them for their price, go for it). Jezzails will generally be hitting on 5's most of the time (4's for the sharpshooter), a small group will be lucky to get off 2 wounds a turn with average shooting rolls.

The 4 Rat Darts are attractive, but you have to really concentrate on moving them to the right spots and at the right angles. They're the best unit for price in the Skaven army when used to their potential.

If you elect to sit back the enemy is going to (happily) pick off your high pointed ratogres (provided Skweel doesn't roll regen for you), you've only got a handful of shooting (some very destructive, but if it doesn't cooperate you could be hurting) yourself so you'll still need to be proactive in using your combat blocks (especially against Gunlines like Dwarves or Empire). A 'true' sit-back Skaven force almost necessitates a third unit of Slaves to keep the enemy away for longer.

Ratling Guns are terrible, no offense meant, (they're better than warpgrinders but that's not saying much), rolling to hit, kills them with their miserable ballastic skill. A 2nd PMW or WFT instead of the ratling gun would be far superior (or pump the points back into 3 more jezzails or get yourself another Ratogre).

I also agree on the feedback scroll, the rod would make your seer more survivable (which a lone lvl7 lord in a Skaven list has to be).

The large unit numbers looks great. Keep'em 5wide, don't fall for the fool's gold that is the horde formation (unless you decide to pick up plague monks)

    Hope some of this helps.
