As someone not familiar with the local scene, you don't get the point. You have missed it entirely. There are 2 kinds of tourneys HEAVY-bring the best list possible and HOBBY-bring units that you normally don't play. HOBBY is supposed to be more relaxed, less cut throat and as such the the players list should reflect it. There are certain builds that are appropriate for this style tourney. The guys that want to bring their best list have a tourney every month to do as they please. It isn't too much to ask them to tone it down every other month for an EXTRA tourney. If they don't want to run a hobby list they don't have to play.
