After reading this I have decided that the movie "Pineaple Express" should redo one of its quotes from:
"But if you do something heroic then you'll come back as like an eagle or a dragon, or Jude Law."
To:
"But if you do something heroic then you'll come back as like an eagle or a dragon, or Nick Rose."
...and there are people who would bring it.

Sure, and I've even been to Adepticon a few times. For a lot of attendees, this is their big event for the year and they don't really care if you like their list or not.
That said, this is a draft and it says right at the bottom that they can change things up until February. That sounds like a reasonable plan: make a draft, get community feedback.
In my experience it is maybe half the people that bring really over the top lists to Adepticon. With maybe 10% of them knowing what to do with their over the top list. Most people are there to socialize and roll some dice.
I think February as a deadline for changes is reasonable it gives people time to tweak lists to fit the rules.
