While we provide the overall modeling and painting policy, the actual answer is that the local Press Gang volunteer/event organizer has the final say regarding conversions.

However, regarding the actual Black Dragon Iron Fang Pikemen models:
Iron Fang Pikemen units are FA:2 regardless of shields or how many of those units do/don't have attachments.
Iron Fang Pikemen with either style of shield and no Officer & Standard are Iron Fang Pikemen and use the Iron Fang Pikemen card.
Iron Fang Pikemen with either style of shield and an Officer & Standard with Iron Fang shields and banner use the Iron Fang Pikemen Officer & Standard UA card.
Iron Fang Pikemen with either style of shield and an Officer & Standard with Black Dragon shields and banner use the Black Dragon Officer & Standard UA card.
