So I don't want to have to retype all the rules for Daemon Icons so if you have the codex please reread the rule and post your opinion based on specific wording i.e. rules lawyering...

Basically the icon is composed into three different instances:
1) the unit with icon and unit deep striking are both the same demonic alignment then no scatter.
2) the unit deep striking is entirely daemons but of a different alignment then the unit with the icon then only scatter D6"
3) the unit deep striking or the icon unit are not made up entirely of daemons then the icon has no effect.

So I believe this means that units form the Chaos Codex that have the daemon special rule can benefit from an icon. I have a couple of arguments. First is that GW has been very clear in 6th edition codexes about when special rules are only codex specific, but icons make no mention of this. Second, I am pretty sure that every model in the Daemon codex has the daemon special rule and yet there are a lot of references to "units that are entirely with the daemon special rule". The only way this would happen is if an icon unit is attached by a chaos IC, or if a daemon unit deep striking had a terminator or Jump pack IC attached.

I propose that a unit of Oblits (has the daemon special rule) would only scatter D6" if within 6" of a daemon unit with an icon. Oblits cannot have daemon alignments, just marks so even if they had mark of nurgle that wouldn't benefit them if they came in off of a plague bearer icon, but they are still daemons so they would fall into the second category...
