Depending on what you mean by high quality, you can be spending hundreds per model.
high tabletop quality
Table top quality prices usually start at about $5 a figure on the very low end and go up from there depending on painter and quality.

It would also depend on the size of the model. Are we talking basic infantry, ICs, vehicles, or what?
well man you really should get down to the real details... what are you getting painted? is it a single model? hero? monster? large tank? Hate Tyson, more details, what gaming system. what all do you want done? who is doing the painting... thats major. more details and Then we could give a better answer...

I have commisioned several of our residents to paint some of my models, as have others here.
I have a warmachine caster painted by Mike travis, cost me 60 bucks and took him about 2-3 weeks.
I also have had about 1800 points of my Dark Eldar done up by Thomas(goatboy) for about 300. Whole army was done to a good table top standard in about a month.
It depends on what you want painted, how good and how fast. I think you will find someone easily enough but you will get either good speed or good quality, not both.
Hell even Spines paints real good but he is slower than....well nothing is slower than he is!
