But you are right for the most part. if you take out Necrons/Tau out of the picture then just about anything in the Eldar book can stand up against the best of anyone elses codex.
Aspect Warriors are for the most part very balanced against most things though. Even basic marines can give them a run for their money if they don't play to the aspects strengths.
Warp spiders are the only Aspect that are arguably too good with the global buffs(they lost Str7 against vehicles though).
