I'm sorry, I had it in the OP, apparently I cut it by accident. The eldar hive city counts as command bastion, both Imperial hive cities also. I'm leading a conference so can't really pull all the sources, but it is - chaos 1 command bastion, eldar (effectively) 2 command bastions, imperials ((effectively) 2 command bastions and 1 power station. So it looks like any control, not just the specific hex being attacked. So, for round 1:
Eldar: +/- 1 to reserve rolls against Chaos, no bonus against Imperials
Chaos: no bonuses, because other factions have more command bastions
Imperials: +/- 1 to reserve rolls and +1 to rolls for objective placement/table sides against Chaos, +1 to rolls for objective placement/table sides against Eldar
I'm counting 1 vs 0 as "More" although I could see it be triple.
That look right to everyone?
Do we have a mission for this first week?
I think it is general bonus overall, which is why it is written that if you hold more than one of something you get a bigger bonus. And I dont think it matters if you have more than other side. Both sides get plus 1,so a tie works out that way yes.

They have the Spaceport on Ranov, so they can attack spaceport-adjacent spaces on other planets.
However:
So, can't do a space attack except to an empty space adjacent the spaceport?However, in order to attack any special quadrant (i.e. space port, hive city, city, manufactorum, etc.), the players faction will be required to first hold at least one quadrant which is adjacent to the target first.
