Played Charles last night, and his Slann had cupped hands. Now it's my understanding that he doesn't actually need a target to "bounce" the miscast on to in order to use the item. As in, he can still ignore his first miscast on a 2+.
Unfortunately for him, at his last tournament, it was either ruled otherwise, or his opponent talked him out of that interpretation. What's the correct way to run cupped hands?
