I don't have the UL/Nagash book, and I don't have my armybuilder or army books either, but I would assume so as I recall it adds to infantry skeletons.
Normally you would need the master power to make a skeleton brick bigger. I assume that holds true unless the undeath rules or lore provide a work around.
