Policy for anything new like army books and rules changes has in the past for all Indy GT's been 1 month buffer zone. So if it releases on 7th whatever and tourney is 8th whatever then no you cant use it. Though lone wolf did a very odd year once and let guys use either the old Undead VC or the new VC. This was the release of the 8th Ed VC book. The dates were really odd. Doubt we will see that ever happen again.
