    It all depends on having an agreement with your opponent, per gw rules. In organized play, TO makes that agreement a priori for all involved.

    Either way he can still bring the harlequins in the Eldar codex as part of an Eldar detachment, but can't use any of the new rules

    Yeah. Codex specifically says they are faction harlequins, I assume because they couldn't be faction eldar and de simultaneously.

    Edit: I see where you posted that you found it too Brian, its on pg 69 for anyone else.

    I like where they are going with this new design of every unit having a datasheet with an associated faction. It will make adding new units without a codex revision simple, and I can foresee multi faction formations being a possibility in narrative supplements perhaps.
