Well, based on the rules from the new IA-A book, I'd say yeah... it has the Warhammer 40k seal. The rules you posted are identical.

And now I will finally have a use for this spare venerable dreadnought... and depending on delivery speed, a model for large miniature or diorama contest at WGC.

How are the point value of the tournaments decided? They seem kinda random. I like it, just seems random

I think that was the goal-- they'd previously said they wanted to keep the sizes that were posted before they changed formats, and the varying sizes were to keep things interesting and smaller sizes to specifically be easier for newer players.

Yep, Jim has it right. Remember the main goal is to keep the community healthy and changing. Lower point values allow newer players into the tournament. It never fails that around the 1250 point level we have a large group of new people that come out to play.

That and if we keep at the 1850 or 2000 point level people will bring the same list over and over then you might have the same people winning with the same list.

After reading this I have decided that the movie "Pineaple Express" should redo one of its quotes from:

"But if you do something heroic then you'll come back as like an eagle or a dragon, or Jude Law."

    To:

"But if you do something heroic then you'll come back as like an eagle or a dragon, or Nick Rose."
