For each camera you need a person to watch at least some of them, and that person had to be able to get in touch with a staff member who is free right then or can be made free to go stop the theft. That is a fair amount of bodies for this task.
Is it wrong no, does it cost extra to have one or two camera ops and one or two "guards" who do not interact with customers other than to say hi?
I think the answer is yes that's costly and would take more bodies than DL currently has on staff.
