Banning wraithknights seems to be the only thing people are concerned about and they are not addressing that.

60%of tourney entrants nationally are eldar. They are not going to ban or limit themselves. Wraithknights and scat bikes are going to stay in and as you said itc will focus on confusing polls that stir everyone up without actually altering the gameplay.
In addition their polls or rules alterations don't discourage attendance at their events. By the same token noone is attending their events because of their ruleset or missions.
