You have good intentions and I appreciate your post. Sometimes we get caught up in details and our own pet peeves, and take it out on innocent posters. Sorry about that. (BTW, I love that you have Saturday tournaments.)

I think 7th Edition is easier for new players to understand. The confusion, in my opinion, comes from older players that remember the old Force Org Chart. These players, myself included initially, get FOC mixed with CAD. Really the FOC is now the Detachment. The 1 HQ, 2 Troops has been drilled into us old players for so long that we have trouble adjusting to the new setup. That's just not a thing anymore. And, if the Harlequin Codex is an indication of the direction 40K is headed, we have to get rid of the old ways. The Harlequin book has no HQs, after all.

I think what might have been simplest, given your intentions was something like: "Battleforged, maximum 2 Detachments". That pretty much covers all the things you said you wanted, plus gives Harlequins an option without any special notes. It would allow 2 Formations, but all the ones I've seen so far don't get silly at 1850. All of them are all way better (and WAY more fluffy) than Unbound and 8 Riptides.
