I need to make some unit fillers, so I was going to do some herdstones. What do y'all recommend using to make these? I know the pink insulation usually works pretty well, but I figured someone else had better ideas.

If you can find it or find a place online that still sells it you ideally want the 3inch blue foam. It cuts very easily, a hot cutter and you can make magic with it. Been a while since I looked for any personally so I don't know anymore where to find it.

I've found that pink foam reacts more to spray paint than blue foam. That could be a positive or negative depending on the effect you are going for.
They both are foam that melts to spray unless you coat the hell out of them with sealant (which funny enough melts the foam and seals it once done melting) or copious layers of wood glue.

It is the propellant that melts the foam. I've had good success with a very light spray coat first to help seal the foam.
Although I like the melty foam look for lava rocks and asteroids. I think Bulwark showed me that-- X-Wing asteroids from melty spray-painted foam.
I've heard people using gesso on the foam to protect it.
Yes, but latex paint first works too.
