That is totally not a rule and I made it up The rule is that you get 2 free orders *when in loss of Lt.* There is no general 2 order minimum, just a special rule for loss of Lt. that you get exactly 2 orders. I don't fully understand how that works with multiple combat groups, and the wiki is not clear, but my read is that you get 2 orders to spend on any combat group you want, but it's 2 orders total, not per group. And you can spend those orders nominating an Lt. if you want, or use them normally. I am currently asking for a clarification on the forums.
