Here's what I worked out, since I want to do the 40k pairs tournament next year, and I'm going to find one of you to pair up with me, and if we don't get a straight 20 on the painting, I'm going to dump you in the desert.
Yeah it's a year away, but holy crap I'm slow, so I have to set this goal now.

Most of it is built around what I have painted, what I have ready to paint that's already been converted, and will leave me with an IP unit I can enter in the paint comp on Saturday on a lark (because lets face it, I'm going to enter another walker as my primary comp piece)
Yeah it's min troops, and 50% elites, but I took Bjorn... That's gotta count non-WAAC for something.
