I create a similar league which we play.
We do both. either one right after the other or at the same time I haven't decided.

I was making an example for if the PP rules as written were dumped and people just made what they wanted instead of using the battlebox only rule. Karchev, Behemoth and a marauder is a really....REALLY nasty list at exactly 15 points.
