Wave serpents army's are so far on the bottom of the power curve...esp after looking at LVO
1. Points v. potential damage output. Add the range and Ignores Cover, and it is close to non-interactive.
2. Have more complete LOS blockers (board those windows back up!). Allow Falcons as Dedicated option also? Make the shooting attack one time use, but don't limit the protective ability (that is the way that it was in 2nd ed and makes sense; once you release the energy from the shield it is gone).
edit: and what Nick says is true, though how powerful they are and how fun they are to play against are not necessarily correlated. I was making the assumption that your assertion was true and going from there.
Make falcons have assault ramps and then MAYBE there would be a choice to make. As is, wave serpent is an amazing gun boat. Eldar already have a number of ways to pour out tons of fire, this is just the easiest way to do so.
Also in the last two editions WS couldn't also have a holofield; that would at least reduce its survival on the board and make using the shield offensively less attractive.
Yes it wasn't about something being powerful as opposed to unfun to play.
1. Having a weapon that makes all other shooting Twin-linked if that first Twin-linked gun hits a single time. That Shield getting d6+1 ignores cover shots is one of the dumbest things in 40K, especially since it will become Twin-linked 99% of the time.
Honestly though, the spam can be defeated and once an Eldar has lost 800 points of transports it's just mopping up. But maybe that's just cause both armies I've played have strong Vector Strike options that flip the bird at Jink saves.
Make the serpent shield a once per game shot.
Also, if you put a Land Raider on the field they stare dumbly at it for awhile, wondering where their life went wrong

A wave serpent list is going to be really strong against lists that can't kill 1-2 AV12 vehicles a turn. Pro tip: your army should have multiple ways to kill AV12 vehicles.
After playing my serpent list at a couple of tournaments I honestly don't feel like it is "unfair" at all vs. other competitive lists. I'll probably cut a serpent or two so I can wedge in wraithknights, honestly.
That being said, giving falcons an assault ramp and making them a dedicated transport option would really open up some new lists. I'm all for it.
