Depending on what you mean by high quality, you can be spending hundreds per model.
high tabletop quality
Table top quality prices usually start at about $5 a figure on the very low end and go up from there depending on painter and quality.
It would also depend on the size of the model. Are we talking basic infantry, ICs, vehicles, or what?
well man you really should get down to the real details... what are you getting painted? is it a single model? hero? monster? large tank? Hate Tyson, more details, what gaming system. what all do you want done? who is doing the painting... thats major. more details and Then we could give a better answer...

I have commisioned several of our residents to paint some of my models, as have others here.
I have a warmachine caster painted by Mike travis, cost me 60 bucks and took him about 2-3 weeks.
I also have had about 1800 points of my Dark Eldar done up by Thomas(goatboy) for about 300. Whole army was done to a good table top standard in about a month.
It depends on what you want painted, how good and how fast. I think you will find someone easily enough but you will get either good speed or good quality, not both.
Hell even Spines paints real good but he is slower than....well nothing is slower than he is! :)
thunderfire cannon ironclad dreadnought and land raider crusader are my top priorities right now i can get a pic of the paint scheme tomorrow
Assuming you don't have some crazy cross-hatched scheme, I'd be able to do those quickly and cleanly.

It really depends on what you are asking for. Ranges can go all over the place. If you built the models, need magnets, etc.
Thunder Fire Cannon - Tier 1-1.5 based on the model etc
Paint - $25.00 - Covers the cannon and Tech Marine - includes basing
IronClad
Paint - $25.00 - Covers the pieces as well as basing etc.
Crusader
Paint - $35.00 - no basing obviously but covers painting the model at a base standard.
Vehicles do well at Tier 1 while Characters and other special models I would say you want better. The more models you order normally the better the discount - ie some models get painted at Tier 2 instead of at Tier 1 etc.

Those 3 models would most likely take a few days to do depend on the scheme and if they are built already etc. I would base the Thunder Fire cannon because it will just lose paint if it doesn't have a plastic ring around it to protect it from Cheetos and other game related injuries.

How much isn't a big deal to me; I need an excuse to get painting, and having a commission would force me to do it again. Get a picture of the paint scheme and we can price it.
hey just to piss everyone off... ol slow ass Splnes will do it for $10 the dread and the $15 for LandRaider, I undercut everyone... i dont want to touch the Thunderfire cannon... they are bad luck, give me the paint sceme and dead line and i will get them done. oh and are they assembled? i dont want to mess around with anything not glued... not for my crazy prices... and dont believe everything they say, i am slow... but only in the head!

Prime white, liberally apply Gryphonne Sepia to skin areas
armor plates are Knarloc Green, Badab Black wash, hard edge highlighted with more Knarloc Green
Claws/talons/hooves are Charadon Granite with a Badab Black wash, highlighted with Charadon Granite if they're large enough to warrant it
Teeth are picked out in white
Tongues are Hormagaunt Purple
Fleshy sac bits are Hormagaunt Purple, Badab Black Wash, Highlighted with Hormagaunt Purple

Yeah, looking at their quality of work, that really shouldn't cost 1400. The simplicity of your scheme is such that you really should be paying them the price for dipped models rather than standard quality.
